  1. targets/atlys: Reduce the cpu frequency to 50MHz. 

     * Makes the Opsis and Atlys run at the same frequency.
 * We can do this because the encoder is now decoupled from the CPU frequency.

  2. targets/atlys: Make the Atlys and Opsis targets closer. 

     * Fix name of the encoder.

 * Leave the increased the FIFO size again, the DDR ram on the Atlys is too
   slow without it.
