jenkins-job-builder: allow setting access tokens for reloading #23381

Motivation for this change

The current reload script in jenkins-job-builder doesn't work for a normal installation. Jenkins require user access token and CRUMB for POST to /reload. This pull request makes it only do the reload when an access token has been set.

Things done
  • Tested using sandboxing
    (nix.useSandbox on NixOS,
    or option build-use-sandbox in nix.conf
    on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • Linux
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.

I had a plan to suggest upstream to support SIGHUP (or any local system "reload" hook really) but never got that far. I don't like putting secrets in the nix store.

For now (although it's been a while since I used it) I've been running "systemctl restart jenkins" to reload the config. Not ideal.

I think we should merge this.
