Motivation for this change

Should fix #38463
I still get

WARNING: grampsgui.py: GTK translations missing, GUI will be broken,
especially for RTL languages!

but at least a window shows up now.

@ivan-timokhin : can you test if it solves your problem and if gramps is really usable (I just checked a window showed up) ?

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option build-use-sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.

Should fix NixOS#38463
I still get
```
WARNING: grampsgui.py: GTK translations missing, GUI will be broken,
especially for RTL languages!
```
but at least it seems usable.

Yes, looks like it works. Not spotlessly (most icons seem to be missing), but I guess that's a separate issue. Thank you!
