Mirrors LLVM_LIBDIRS, tells cmake where to look for libclang libraries.
This seems to be the only way to get the zig build to link against llvm libraries in a non-standard location.

The second commit fixes the build for me with a llvm that lives in $HOME/llvm/lib.
