Motivation for this change

Backport rclone 1.40.
Has many useful features, no breaking changes and has been working fine for me on NixOS 18.03 for weeks.

Note you can simply do nix-env -f channel:nixos-unstable -iA rclone. I don't think we should backport updates unless they contain relevant bug fixes.

@dotlambda In general yes, but when someone opens a PR I'm inclined to just merge it.

Any written directions or guidelines on backporting, what should and what can go into the current released stable would be appreciated. I've looked before but not found anything.
