Motivation for this change

This was split off from #40047. It will remove the out-of-date & hopefully largely unused legacy emacs packages. Trying to make a list of ones to keep, we have found these unavailable in MELPA:

  • ProofGeneral
  • Any of Drew Adams packages

Interested in what other cases people still use the nongenerated Emacs packages.
