Build standard library specs with the currently released compiler first #2825

Because @asterite want's the stdlib to compile with the current release, not just the next one.

PR mainly to see how much extra CI time this would cost.

So it looks like this costs about 2-6 minutes per build, depending on how high the load of the workers host is. But given it also now fails after 2-3 minutes already if the specs break on the last release, it's probably acceptable.

Yes, I think it's acceptable. Before committing I always do make clean crystal spec anyway, so even if it takes 1 hour to let us know that we broke something we didn't notice, it'll be ok :-)
