libjwt: Add comment to Portfile to not update to v1.9

This Port was added to MacPorts as a dependency of the 'jwt' variant of nginx. That project officially supports 1.8 of libjwt. We want to prevent this Port from being updated until that project officially supports v1.9. No code changes were made as part of this commit.
