Today, 5.13 stable was released. This pr is ready. @ttuegel will you merge this, qt 5.11, kde_frameworks and kde_applications? |

@yegortimoshenko can you merge this and the other named pull requests? So Hydra just needs to build all the stuff once. |

Motivation for this change
This is a preparation for the plasma 5.13 release. It currently uses the released beta version as source. I will update the commit, when the final release is done :)
