Motivation for this change

This is a preparation for the plasma 5.13 release. It currently uses the released beta version as source. I will update the commit, when the final release is done :)

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option build-use-sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.

Today, 5.13 stable was released. This pr is ready. @ttuegel will you merge this, qt 5.11, kde_frameworks and kde_applications?

@yegortimoshenko can you merge this and the other named pull requests? So Hydra just needs to build all the stuff once.
