The new touch input features look more like a bug then a feature. How do I even use them?
Expected behavior
I hover my stylus over the text and it is not scrolling.
I am able to select the text by the stylus gestures, I tap a stylus down and move it over a touch screen to select, then release. I can also click a screen by the stylus to set a cursor position, as mouse uses to work normally.
When I swipe a text with my finger left to right or right to left, the text is selected. When I swipe from up to down, it is scrolled over.
Actual behavior
The window is going crazy scrolling with the stylus when just hovering over the text.
Also unable to select any text with a finger or with a stylus on touch screen.
Steps to reproduce
Hover over the window with a stylus. Not click or tap, just scroll over. Window scrolls over the text.
Try to tap or click with a stylus - no response at all, just scrolling.
Try to select anything with stylus - doesn't work.
Try to select anything using a finger and a touch screen - no way.
Environment
Operating system and version:

Resolution 1920x1080
