Motivation for this change

This is split out of #22357, as this causes quite some changes in the whole code base and might cause breakage.

Pending jobset and possibly needing fixes: https://hydra.nixos.org/jobset/nixos/mariadb-10.2

The bit of the PR that affects Haskell looks good to me.

Probably better base this on staging. If so, rather sooner than later to save some rebuild in the testing jobset as well.

Estimating rebuild amount by counting changed Hydra jobs.
