Patch taken from the upstream repository, should be fixed in next released version. This did require moving the invocation of `patchShebangs` from `patchPhase` to `postpatch`, but this seems consistent with at least some other packages.
This version still requires the prior test fix.

Motivation for this change
Updated version, as well as a patch that fixes a known-problematic test (per: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=876306) that manifests itself in current builds.
