Tested with

nix-build -A linuxPackages.dpdk -A linuxPackages_latest.dpdk

Fixes build against recent kernels

Probably good to pick to release but I've yet to verify the build.

Ah, odp-dpdk breaks with this.

Nothing has changed. odp-dpdk fails to build against our default kernel with this PR (it already breaks against latest), so that's a blocking regression I guess, though I'm unclear on what the relationship between these packages really is (my only concern was reducing build failures, I have no particular interest in this package).
