graphviz: Explicitly specify libltdl directories #34640

Motivation for this change

When building graphviz on non-NixOS systems without chroot, the autotools-build picks up the library "/usr/lib/libltdl.so" instead of the one provided by nix. Explicitly specifying the library fixes the impurity.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option build-use-sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.

This should prevent the build from picking up /usr/lib/libltdl.so in
non-chroot builds on non-nixOS.

Please move this pr from the master branch to the staging branch as it triggers a mass-rebuild.
