Provide a function to setup a Haskell development environment.

I find this function useful for developing in Haskell. The function helps with setting up a customized nix-shell environment.

Maybe it is of broader interest and worth integrating into NixOS? @peti @shlevy

I believe this code should live in a separate repository that comes with instructions how to register an overlay that adds it to the local configuration. I'd rather not integrate this code into Nixpkgs until it's clear that many people are using it.
