Motivation for this change

The 4.8.x kernel series has been EOL'd, we should get rid of it before we close in on the next release.

I wonder if 4.9 might become a longterm branch. Using 4.4 as default for release-17.03 would seem rather old to me (a year ATM)...

According to http://kroah.com/log/blog/2016/09/06/4-dot-9-equals-equals-next-lts-kernel/ it will, but let's wait regardless for the official announcement. I suspect it will be announced with 4.10 release

It is now officially a LTS: https://www.kernel.org/category/releases.html
