Motivation for this change
This PR updates celery to its upstream version. I’ve had to pin old versions of both celery and some of its dependencies to our current version since some other packages (including some core open stack packages) depends on them.
In the current PR, the up to date derivations are not defined in term of overrides of the old one, but I can change this if it is preferred.
