gp4par: Added UNUSED_PULL and UNUSED_DRIVE module attributes

Fixes azonenberg#38. Options on the command line will override options specified
via attributes.

TODO: Does not detect attributes on non-toplevel modules (they will be
silently ignored).

Re-opening because we need documentation in gp4-hdl.tex for all of these attributes.
