php: fix compilation when ldap header exists on host system #31216

Motivation for this change

Fixes #20491 - compilation fails when ldap.h exists on the host system and sandboxing is disabled. This fix works by tricking the configure script into not checking /usr and /usr/local which then falls back on the environment variables:

  • Tested using sandboxing (nix.useSandbox on NixOS, or option build-use-sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.

Now it looks like the build is timing out...

The log length has exceeded the limit of 4 MB (this usually means that the test suite is raising the same exception over and over). The job has been terminated

No, it just generates a lot of output, so Travis terminates it.
