lsof: replace impure reference to /usr/include files #22217

Motivation for this change

A change back in October was supposed to have fixed lsof for OSX, but when I tried to build it myself I got it failing trying to find /usr/include/string.h, so it looks like this impurity was being hidden. I fix this here with sed. In addition, rather than setting LSOF_INCLUDE in the configure phase, I include it as an argument to mkDerivation which is more standard.

    (nix.useSandbox on NixOS,
    or option build-use-sandbox in nix.conf
    on non-NixOS)
  • Built on platform(s)

    • Linux
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.
