Motivation for this change

Need a subnet manager for an InfiniBand network.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option build-use-sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • (N/A) Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • (N/A) Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Fits CONTRIBUTING.md.

@Mic92 Are you reviewing RDMA-related PRs?

I've also packaged infiniband-diags but it depends on libs from opensm. Wasn't sure whether to submit 1 PR or 2.

@aij I don't have the hardware to test this though. So I am more looking for general packaging bugs.
