The tiff debian tarball URL has disappeared (since debian updated their current version), which renders this package unbuildable. Change it to a debian snapshot URL, which should be around indefinitely.

The recently merged patch (#28027) to change the libtiff download url is also needed in the
release-17.03branch else the package is unbuildable.Motivation for this change
