This fixes the upstream bug pyca/pyopenssl#657. Let me know if applying a patch from upstream is preferable to upgrading this.

test_fallback_default_verify_paths tries to look up certificates from
the compiled-in default path in OpenSSL which doesn't work in a sandbox.

flaky and pretend are new test-time dependencies.
