Motivation for this change
Updates all the fedora packaging tools. Started as fixing fedora_cert failure, and become a monster in it self of rabbit holes. long story short, fedora_cert is no longer needed for koji and the other packaging tools with newer versions. Everything builds, nox-review passed. Not sure if this should go in 17.09 or only master. Will let others decide that.
