Arguably, breaking linux-latest should not block a release. Also, booting the kernel + basic sanity checking is implicitly exercised by every other vm test.

Motivation for this change
I believe this gives basically the same coverage as before (now also exercising mutable sysctl) while avoiding the fairly expensive vm runs.
