Add a note regarding the naming of binary packages for which the source code is available.

Motivation for this change

The aim is to document how a binary package should be named to avoid delays in getting pull requests merged. See #47864 for an example.

I think this should be not part of the name because it makes it harder to get rid of -bin aliases because people will start to use them. In most case once we are able to build from source we can drop the binary version.
