[css-tables] Add orthogonal writing mode caption test #15879

When a vertical writing mode table has a horizontal writing mode
caption, Firefox makes the page huge and adds scrollbars. I intend to
file a bug pointing to this test when it lands upstream.

This is just a test, no behavior change.
