https://wpt.fyi/results/?run_id=280980002 took <1h in total. But it's probably best to not land this until after #16229 is fixed, since not all tests are running now and the times might change. Increasing the number of jobs also makes checking logs more tedious.

Also, https://wpt.fyi/results/?run_id=280980002 ran 32277 tests, compared to 30267 tests in https://wpt.fyi/results/?run_id=276640004 with 4 jobs. That's not as many as there should be (34276) but still more. That's as expected if only some of the jobs fail.

I no longer think we should do this, in #18448 I made Edge runs slower instead to match the capacity we actually have for Windows VMs.

For the macOS VMs we have also have 20 parallel jobs at most, and using 16 at a time would only leave 4 for PR testing, which is on the low side.

In other words, to increase parallelism we should get more capacity across the board, but doing so isn't terribly important.
