nextcloud: 15.08 -> 16.0.3 [19.03] #64841

Motivation for this change

According to this, 16.0.x should be stable channel now, so this might be nice to have in 19.03.

I'm running 16.0.x branch flawlessly for quite some time now on two instances.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

I'm not sure this kind of major upgrade should be merged to 19.03.

@grahamc I actually checked how this was handled previously, and release-18.09 saw five major upgrades over all (10.0->15.0.4).
