buildBazelPackage: fix directory symlink handling, disable multithreaded fetching #63580

Motivation for this change

The previous behaviour would work fine as long as symlink is a link to
a file. If is a link to a directory though, the new ln wouldn't
overwrite it but would create a new link in that directory (with the
name of the link source).

Instead, we can precompute the target location, then first remove the
symlink and write the new one in its place.

  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Assured whether relevant documentation is up to date
  • Fits CONTRIBUTING.md.

This shouldn't cause any changes in existing packages (since if they worked, the symlinks must all have been files and nothing has changed for files).

I pushed another commit that avoids network timeouts due to multithreading.
