This reverts commit 8c85680. This ordering caused issues with certain downstream configurations, see NixOS/nixpkgs#60900

Fixes NixOS/nixpkgs#60900
Please see the discussion at NixOS/nixpkgs#61098 for context. If I understand correctly, mass rebuild shouldn't be an issue for the next release since we are upgrading systemd anyway.
