This is an attempt to fix #6564 by validating strings on NewGRF load. Currently it knows about 3 rules for control codes that specific strings may contain, but this is by no means complete yet (nor am I sure if that is possible.)
Probably needs to change strings in each language provided, rather than the current one, too.
