Motivation for this change

Remove deprecated package -- rmilter.

Related nixos module was deprecated 1 year ago, and now it finally farewell.
(reminding context -- rspamd now have built-in milter proxy, and don't need external milter service anymore).

I tested, that whole system builds with module and package removed.
