Motivation for this change

Numpy works on PyPy as of October 2017, but tests fail for some of its dependencies. I applied a patch from Gentoo, and disabled tests on Numpy for PyPy (due to Numpy 1.16+ hitting a PyPy bug, which is fixed in both Numpy and PyPy HEAD, but not a release). For some reason most of the dependencies are getting built locally, but this built fine before I rebased it, so I'll check if it builds in the morning.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

Ah, this could have actually gone to master. Ah, well, now you'll have to be patient ;-)
