[19.03] Avoid collisions between essential packages #61180

Motivation for this change

Backport #61138 to 19.03. This should finally close #55886.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files
  • Determined the impact on package closure size
  • Assured whether relevant documentation is up to date
  • Fits CONTRIBUTING.md.

We can’t use lowPrio here because it erases the differences in
priority of the packages by setting it to a constant value. see this
