python: enable loadable sqlite extensions #67472

Our sqlite supports it, so might as well make use of it.

    • other Linux distributions

  • Tested compilation of all pkgs that depend on this change using nix-shell -p nix-review --run "nix-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

The modified file is only used by Python 3.

Now that you've changed the base to staging, can you cherry-pick your commit onto origin/staging and force push back here? That should clean up the merge conflicts and make GitHub a lot less mad when trying to view differences.

Our sqlite supports it, so might as well make use of it.
