Motivation for this change
Backport of #51398 to 18.09, omitting the changeset cleaning up afl itself. My logic here is that afl-qemu was almost certainly not working for anyone anyway, so fixing this won't be breaking anything on the stable branch, but it's hypothetically possible the cleanups to afl could break things for someone that was happily using vanilla afl.
