  1. Add general rules. (#254) 

    - Applies to the whole project, not just the forums as what we had
before
- Includes what to do to report problems
- Move communication matters at top of the page
- Merge the forum section with the general one, these rules apply everywhere
- Add a warning in the mailing list section that posts cannot be edited or deleted
- Various changes to the wording
