Motivation for this change
Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nox --run "nox-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Assured whether relevant documentation is up to date
  • Fits CONTRIBUTING.md.

Important changes:
- BACKWARDS INCOMPATIBLE: Dropped support for LibreSSL 2.4.x.
- Deprecated OpenSSL 1.0.1 support. OpenSSL 1.0.1 is no longer supported
  by the OpenSSL project. At this time there is no time table for
  dropping support, however we strongly encourage all users to upgrade
  or install cryptography from a wheel.

This should be fine. All package tests still pass (a few are being skipped), I ran a few additional tests without any problems, and performed many Python rebuilds to check if some packages depend on version 2.3.1 or 2.3.x. I did not find any errors related to this PR during testing.
