Add: [#9] Redirect old URLs to new URLs #15

This means you can no longer use the site via file://, but things
like 404 pages will render correctly from subfolders.

Use 'jekyll serve' for local development.
This contains the latest version as told by finger.openttd.org.
Additionally, also add nforenum to the downloads list.
- If a folder doesn't have an index.html, redirect it to a valid URL
- Use latest.html instead of index.html if possible (for downloads)
- Redirect if a user opens an index.html directly
There is a huge list of news-mapping, mostly because I could.
