NixOS/auto-upgrade: Add optional randomized delay #81214

Motivation for this change

This setting allows users to spread automatic updates out over a period of time, avoiding a synchronized bandwidth/CPU load increase.

Things done
  • Tested using sandboxing (nix.useSandbox on NixOS, or option sandbox in nix.conf on non-NixOS linux)
  • Built on platform(s)
    • NixOS
    • macOS
    • other Linux distributions
  • Tested via one or more NixOS test(s) if existing and applicable for the change (look inside nixos/tests)
  • Tested compilation of all pkgs that depend on this change using nix-shell -p nixpkgs-review --run "nixpkgs-review wip"
  • Tested execution of all binary files (usually in ./result/bin/)
  • Determined the impact on package closure size (by running nix path-info -S before and after)
  • Ensured that relevant documentation is up to date
  • Fits CONTRIBUTING.md.

@buckley310 I'm just wondering: are you doing this because you are upgrading several machines (maybe a lot)?

Not at the moment. However, since as of 20.03 you can add Nixos to Active Directory without any patches, I've been trying it in a couple of places at work, and if we ever did end up with a whole bunch of them, I would want this setting available.
