Timestamps in captures are off by 1 hour #52

Observed on Andrew's HDO9204 at 09:43L on 2020-02-14. Capture timestamp reads 10:43.

Confirmed scope is displaying correct time in local UI and is synced with NTP; DST setting is correct.
