Add some glitter to old boring OpenTTD user interface!
It looks better in Android version, where title bars are disabled by default. Still looks kinda okay in regular OpenTTD.

I don't like it. It just looks like some random squiggles, possibly even just some graphical artefacting. I guess it might make sense for Android (can you post a screenshot of what that looks like?), but until Android is a properly supported platform, I see no reason to include this.
