This takes in account feedback from #1251. I think overall it might be easier to maintain the hand-written yaml for NixOps use-case.
I've gotten used to doing the Nix-generated-yaml approach because I usually have a high, variable number of things I want the CI to build that are all defined in Nix and have identical build-steps, but I don't think it's a good match for NixOps.
