Tested as much as I could, but the real test is simply by merging this .. sadly enough.

What I could not test:

If there are no commits for several days, it should not rebuild the same commit
Full-chain test; all parts work, but the only way to know if everything works, is to wait for 21:00 after merging.

What I did test:

It builds on schedule, and files are as expected
It uploads to S3, and files are as expected
Creating a tag works (https://github.com/TrueBrain/OpenTTD-OpenGFX/runs/463224013?check_suite_focus=true) and seems to produce the right results
More things I already forgot

Things this PR does not do:

Upload a new tag to BaNaNaS
Update the OpenGFX version NSIS uses
