Approving, but would be keen to get this working with GitHub Actions. It should be quite straightforward - just a simple Debian/Ubuntu image, apt-get install catcodec and whatever other dependencies are necessary, and produce an output artifact.

Getting that artifact onto openttd.org in a release build is something one of the OpenTTD team will likely need to assist with, but shouldn't be too difficult.
