Add something similiar to how sv-tests has a bot that generates delta on results, see: https://github.com/SymbiFlow/sv-tests/pull/1368#issuecomment-787031986

Details:

Add a link to the "latest" QoR results, similiar to how we have links to the latest arch packages.
Add a script to generate a nice Markdown table with the QoR diffs
Link up a bot to insert the comment?
