Just a note for future additions of such patches: they should use fetchpatch instead of fetchurl.

Motivation for this change
Remove: https://rt.perl.org/Public/Ticket/Attachment/1502646/807252/0001-Fix-missing-build-dependency-for-pods.patch
This patch was only applied for perl versions 5.29.6 and below, the minimum version in nixpkgs is currently 5.30.3, so we remove this patch.
