Motivation / Problem

It is almost time for our first (and possibly only) release candidate of the 1.11.0 series.

This would introduce the release branch and invoke a feature-freeze on 1.11. So we better be sure to have everything in there before we merge this :)

Description

Went through the git log, deduplicated, formatted, the usual.

Limitations

• Currently there is one open feature we would like to include in 1.11 (zstd / Feature: zstandard compression for network games #8845) but hasn't seen any reviews yet. I propose if it doesn't land the 14th, we go ahead with RC1 and the feature freeze. This means zstd would be bumped to 1.12.
