There should be a workflow which checks (and potentially sets up) common GitHub actions for all repositories.

All Repositories

Should have the https://github.com/SymbiFlow/actions/tree/main/checks action enabled.
Should have dependabot configured if they have submodules.

Python Repositories

Should have readthedocs enable and be publishing documentation
Should have the Python install check action enabled
Should be publishing to PyPI.
Should have style / linting checks enabled.
